With no references on the demands of Nutritious meal and Anganwadi workers either in the reply of the Minister concerned to the debate on grants for the department or in the 110 announcement made by the Chief Minister in the Assembly and finally the Minister ruling out any more consideration of their demands, Jayalalitha has reneged from her statement when she was the Leader of the Opposition and the election promise of her party in 2011, noted DMK President Kalaignar.
In his epistle to cadre on Aug 12, Kalaignar referred to the demands to these workers who were on the path of agitation pressing for the same, for the filling the 40,000 vacancies, separate department for them, time scale of pay, giving up the move to privatise some centres, compassionate appointment for the wards of deceased workers during service, legal family pension etc., there were 68,000 nutritious meal centres and 35,000 Anganwadi centres in the State in which 2.50 lakh workers were employed, of which about 40,000 vacancies existed due to which a worker had to look after over five centres.
Kalaignar listed the benefits offered to these workers during the DMK rules earlier: the expenditure for vegetables and firewood was hiked from 35 paise to 44 paise on 18.07.2007, the expenses for food for children of different age groups was also increase by about 80 percent and the quantum of cooking oil, rice, vegetables per child of different age groups were also considerably increased, compassionate appointment for 118 persons, the workers were categorised as permanent part-time workers of the respective panchayats, three month maternity leave with pay, Family Pension Scheme was extended to them and family welfare fund of Rs.1.5 lakh was paid to the legal heirs of deceased workers, retirement age increased from 55 to 58, Special Provident Fund Scheme started with government contribution of Rs.5,000 for each worker, their scales of pay were hiked thrice during DMK rule unlike the ADMK regime not hiking even once, increments were also offered for those who completed 10 and 20 years of service, during ADMK regime they were getting consolidated pay and DMK rule offered special scale of pay, for the first time they were given house rent allowance and city compensatory allowance, medical allowance and festival advance of Rs.2,000, for the first time monthly pension to different categories was paid, promotions were offered, special provident fund of Rs.10,000, family welfare scheme of Rs.1.5 lakh and new medical insurance scheme up to Rs. 2 lakh were offered, those who completed Diploma in Teacher Education were appointed as intermediate teachers, GO was issued for appointment of those who completed B Ed as teachers and the list of 464 such workers was sent to Teachers Recruitment Board on 4.10.2010 for appointment, 56,833 vacancies in different categories were filled up as against only 7655 during ADMK regime, during ADMK regime they were getting minimum and maximum pays of Rs.1488 and Rs.2158 pm which were hike to Rs.4911 and Rs.5471 respectively during DMK rule, a general provident fund scheme for them is implemented, Kalaignar made 15 new announcements at a function organised by them on 21.11.2009 to thank him for the benefits offered.
Though so many benefits were offered during DMK rule they announced a stir on 30.8.2010 when the present Chief Minister Jayalalitha issued a statement on 31.8.2010 in which she condemned ‘the minority DMK government’ for initiating suppression instead o holding talks with their leaders on their genuine demands and urged the government to give up disciplinary actions and promising them that their grievances would be solved with the advent of her regime soon. “As she said he regime is in place but have the grievances of nutritious meal workers addressed and solved? But during DMK rule that agitation was resolved through talks with their leaders”, Kalaignar said.
The election manifesto of the ADMK in 2011 promised to take up the issues of their service and wage on priority basis and take decisions. This has been referred to by the Joint Convener of the federation of the unions of these workers M. Varadharajan who has said that even after three years her promise has not been fulfilled. On the other hand the Social Welfare director was threatening against joining the agitation.
Kalaignar said Jayalalitha, who ‘advised’ us during DMK rule, has now sent circulars through officials not to permit workers to go on stir and to take disciplinary action against those who left their headquarters without prior announcement.
