Kalaignar appeals to Naidu not to revive Palar check dam project

DMK President and former Tamil Nadu Chief Minister Kalaignar M. Karunanidhi on June 21 urged Andhra Pradesh Chief Minister N. Chandrababu Naidu not to revive the neighbouring State’s old proposal of building a check dam across the Palar river.
The DMK chief was responding to reports in sections of the press that Chandrababu Naidu, in his thanksgiving address in the Kuppam Assembly constituency (from where he was elected) a few days ago, had assured people that he would take steps for the construction of the proposed check dam.
In his statement, Kalaignar said:
“Thiru. Chandrababu Naidu, who lost power ten years back, has scored huge victory in the recently held general elections and assumed Chief Ministership of the newly formed Seemandra State. When he visited four days back Kuppam constituency, from which her was elected in the Assembly elections and thanked the voters, he has said that he would carry out all works for the development of Kuppam constituency, construct bridge across Palar river by which he would distribute to them without wasting even a drop of water. By constricting bridge in Palar river, he would help farmers.
Publishing this news the daily ‘Janasakthi’ has added that the attempt for constructing dam across Palar was made when Rajasekara Reddy was the Chief Minister. As this would affect Tamil Nadu, the DMK and PMK, which were constituents of the Congress Alliance government at the Centre, opposed this and as per the directive of the Congress high command Rajasekara Reddy government gave up the move”. Thus the daily has pointed out that due to the steps taken during the DMK rule the Andhra government gave up the proposal to construct this dam.
The Supreme Court, in its order on 7.1.2008, advised the Centre to convene a meeting to find out a solution on the issue of constructing a dam across Palar river between the two states. Accordingly in the meeting conducted by the Chairman of Central Water Resources Commission it was resolved that until the Commission found our solution for this issue, Andhra Pradesh should not go ahead with the proposal.
Palar is the drinking water source for the people of Vellore, Tiruvallore and Kancheepuram districts adjoining Andhra State. If a dam is constructed across Palar, people of Tamil Nadu will be deprived of drinking water. During the DMK rule, Chandrababu Naidu carried forward Telugu Ganga project for providing drinking water for people of Chennai city and implemented it. The inaugural function of the project was conducted near Poondi in Tiruvallur district, in which myself (Kalaignar), Chandrababu Naidu, Duraimurugan, Ministers and Chief Secretaries of both States participated. I cannot forget the speech of Chandrababu Naidu in that function telling the concern and efforts he took for fulfilling the drinking water need of people of Tamil Nadu. I cannot believe that Chandrababu Naidu, with such humanitarianism and affection for people of the neighbouring State, said that he would construct dam across Palar.
I felt very happy on learning through newspapers Chandrababu Naidu, while speaking to reporters prior to assuming charge as Chief Minister of Seemandhra, announcing that he would form the capital of the State on Vijayawada-Guntur Highway as a best planned city and provide all modern facilities there, implement a plan for running super fast bullet train from Chennai to Hyderabad, there was nothing impossible, and create the new capital of the State, Visakapatnam and Tirupati as three great cities. Hence, Chandrababu Naidu should be given time and consideration to making a reality his dream plans of developing the reorganised State of Andhra Pradesh. Instead adversely affecting sources of water for one section of people in the name of promoting the interests of another section will not add glory to his administrative efficiency”, Kalaignar said.
If the check dam were to be built, this would hit people in the districts of Vellore, Kancheepuram and Tiruvallur who were dependent on the Palar river for drinking water purpose. The State government had moved the Supreme Court in February 2006 in the wake of the Andhra Pradesh government mooting a proposal to build the check dam on the Palar river in Ganeshapuram, Kuppam taluk of Chittoor district.
In May 2011, the Union Water Resources Ministry, after holding a meeting in New Delhi with the two States, concluded that there was no possibility of a negotiated settlement. The matter is now before the Supreme Court, which has listed July 8 for the next hearing.
