“DMK rule will be ushered in only if party is preserved with strength”

Asking union and town party units to have close links with branch units and conduct party meetings without slackening swearing to strive for the growth of the party, DMK Treasurer Thalapathi M.K.Stalin said the DMK rule will be ushered in only if the party is preserved with strength.
In his acceptance speech at the General Council after he was unanimously re-elected as Treasurer on Jan 9, Stalin at the outset thanked the President, General Secretary and members of the General Council for unanimously re-electing his as party Treasurer.
Referring to the earlier speech of Headquarters Principal Secretary Duraimurugan taking right on him and saying ‘if the mother leaped for eight feet the offspring will leap 16 feet’, Stalin said “if he leap for 16 feet it was not befitting Thalaivar, and only if I leap beyond that it will add glory to Thalaivar. I am prepared to leap not just for 16 feet but for even 32 feet. Only if I do so it will add glory to Thalaivar and I would like to proudly say assert my determination now when I have been elected as Treasurer for the second time”.
He said that it was the knowledge of all that he carried out the task of holding review meetings in all districts with the permission of the President and General Secretary and has completed about 99 percent of the task with only one percent to be completed. He has duly appraised the President and General Secretary of all his experiences in such meetings. With the hope that it would be useful for functionaries working at various levels he shared those experiences with them.
The review meetings lasted the full day in every district with ten sittings from 10 a.m. to 9 pm. In the first sitting with students of the district he reviewed for an hour, followed by sittings with secretaries of branch units, panchayat units, union, town and district units, and functionaries of various wings of students, youth and women. Finally sittings with those apart from politics but supporting the party like industrialists and internet savvy friends in each district.
Sharing whatever he learnt from these meetings, Stalin said there was no much gap between district, union and town units of the party because there were frequent meetings of district units with the union and town units and consultation take place. But at the same time, the union and town units did not have much contact with branch units. This was his observation from the review meetings and this condition should change.
He asked secretaries of union and town units to invite secretaries of panchayat, branch and ward secretaries and frequently have consultations with them. According to party rules the meetings of general members and functionaries should be conducted once in three months. But 99 percent of functionaries were not following this rule. This situation should change.
After the conduct of the General Council and elections, secretaries and office-bearers of some wings have been nominated, but secretaries, deputy secretaries, joint secretaries of various other wings have to be nominated. When such nomination are done about 50 wings are to be selected to the party leadership.
Such secretaries nominated by the party headquarters should be invited after two months, two each from each wing have to be sent to districts as representatives of headquarters, they should stay in each district for 10 days, complete review meetings and the minutes book of each should be checked and supervise the works done, and whether street corner meetings, functions, meetings of general members and functionaries were conducted. If any good work has been done that should be entered in the minute’s book. The headquarters has to take action against union and town units which have not conducted such meetings according to party laws.
If somebody has committed mistakes casting aspersions to the party, the headquarters did not take action immediately. Enquiry is made; clarification sought giving 10 days’ time, if the explanation is satisfactory we accept and if not he is expelled from the party. Only if a person has to be expelled, explanation has to be called for. But when it is not so, if some functionary has to be changed for nonperformance there is no need to seek explanation, the representative of the party headquarters has to make on the spot enquiry and report immediately the concerned person should be changed and an in-charge nominated. Only if this procedure is adopted the party would get more strengthened and function well.
We want the party to come to rule. Only if the party functioned well that is possible. Hence all of you should help to develop the party with vigour and strength when “I will also join with you and discharge my duty”, Stalin said.18 January 2015
