“Dalits subjected to atrocities under ADMK regime”

Giving details about how atrocities against Dalits were resolved through talks during the DMK rule and citing a report with evidence as to how those people were subjected to atrocities under the present ADMK regime, DMK President Kalaignar said that he was confident that people of Dalit communities would understand how the situations were handled by both rules.
In his epistle to DMK cadre on April 10, Kalaignar regretted that dailies in Tamil Nadu were afraid of writing about the happenings in the Assembly where if members spoke critical of the Chief Minister or the regime immediately they were evicted- the principal opposition party could not begin the debate on demands for grants- and situation deteriorating like this day by day. It was in this situation that a news analysis under the heading “Atrocities against Dalits touched their peak in 2012, finds study” presented by its Special Correspondent was published in the daily “The Hindu” on April 10. In that report, it was stated,
“In the last 15 years, atrocities against Dalits touched their peak in 2012 across Tamil Nadu, with Villupuram, Virudhunagar, Dharmapuri and Theni among districts topping the list.
A comprehensive study conducted by Madurai-based NGO ‘Evidence’ recently reveals that except in the Dharmapuri incident, compensation and rehabilitation had not reached the victims across the State till date as per the laws.
The study team, which had taken up 370 cases registered under the SC/ST Prevention of Atrocities Act of 1989, last year alone, 106 figured on physical assaults and clash against the Dalits in different parts of Tamil Nadu. This apart, crimes grievous in nature and heinous ones accounted for 28 cases. Torching of dwellings stood at 36, executive director A. Kathir said.
The findings showed that across the State, of 94 murder cases which were pending in trial courts, only in three cases conviction had been achieved.
Moreover, it was all the more shocking that though 62 cases of sexual abuse against Dalit women had been reported from different towns/districts, not even a single accused had been convicted.”
That is, such atrocities against Dalits had happened more in 2012 under ADMK regime, according to the study of an NGO, Kalaignar said wondering the consequences that the voluntary organisation would have to face for giving such a certificate to this regime.
Kalaignar cited some instances to show that during DMK rule, immediate actions were taken and situation brought under control whenever such incidents were reported and precautionary measures were taken by learning through intelligence department about the possibility of such atrocities.
In connection with a dispute between Pillai community and Dalits in 1990 in Uthapuram village in Peraiyur Taluk of Madurai district, a protective wall of 103 meter length was constructed between the inhabitations of both communities by Vellalar community according to an agreement in 1989 for ensuring peace. A peace meeting was held on 2.5.2008 to resolve problems arising out of the demand of Dalits that this wall be removed, connecting to the walking area situated in the area inhabited by Vellala community and removal of circumference wall around temple and bannian tree.
While a settlement was about to be reached in this meeting, the Dalits insisted that the circumference wall near Mariamman temple under 1989 agreement should be removed. The DRO along with sub-officials made an area audit of the disputed lands and getting legal opinion also on 4.5.2008, the wall was brought down to facilitate path to Dalit areas on 6.5.2008 and a path was laid to link with panchayat road.
According to the recommendations of an enquiry committee appointed by the government on the issue between the two communities, GO was issued under DMK rule to give Rs 10.28 lakh financial assistance to 191persons on 12.9.2009 and distributed on two days 15 and 16.9.2009. Moreover, marriage assistance of Rs16,000 for 4 families, Rs.87,500 for natural deaths and last rites, Rs.20,000 for two widows, and monthly pension of Rs.400 for 113 persons like senior citizens, abandoned women, physically handicapped and farm labourers. Free colour TVs to 1655 families at a cost of Rs 38.41 lakhs, gas stoves with LPG connection to 80 families, 2.03 hectare land to 8 persons valued at Rs.60,000 and free house site pattas for 35 families were also given.
Besides them, overhead tank at an estimate of Rs.9.33 lakhs in North street inhabited by Vellala community, small bridge, cement road, wedding hall, a colony under Indira Gandhi Housing scheme, street lighting, compound wall cremation ground, drinking water facility, roads, library building, play ground and many other works were carried out.
Similarly in the Dalit inhabited South street, nutritious meal building at a cost of Rs.73.23 lakh, cement roads, roof at cremation grounds, granary, compound wall for government middle school, sewerage, street lighting and 40 residential houses and 14 shelters under Indira Gandhi Housing scheme, drama stage, bathing tub, community hall and streets and many other works were also undertaken.
About 90 persons of Melandhal colony resorted to picketing of road on Moongilthuraipattu road on 8.8.2009 allegedly following the murder of one Kubendran of their community in connection with fire walking festival on 7.8.2009 in Drowpathiamman temple in Kangeyanur village of Villupuram district. Enquiry by Tirukovilur RDO was ordered on the issue between the two communities. As a result of peace meeting conducted by Villupuram DRO, the temple was opened on 7.10.2009 all people of Kangeyanur, Mettucheri and Melandhal worshiped.
Following tense situation on issue of Dalits worshiping at Kamatchi Amman temple in Cheetipulam village, Vdearanyam Taluk, Nagapattinam district, peace talks were held on 8.10.2009 at Nagaapattinam RDO office. In that meeting, it was accepted that all people of the village should worship at 11 am on 14.10.2009. with the help of the police, the situation was brought under control in that village.
In the case filed by caste Hindus and Dalits regarding worshiping in Mariaman temple in Pandhapuli village, Sankarankoil, Tirunelveli district, the district munsif court in Sankarankoil held on 11.8.2008 that the temple did not belong to any community. On the basis of this judgment, the Dalits sought permission to conduct summer festival on 23.9.208. Due to the tense situation in the village, a peace meeting was conducted by the DRO. Later on his advice, the temple was opened on 24.12.208 with security to enable all communities to worship, Kalaignar said.
He recalled that elections could not be held for long for the four reserved panchayats of Keeripatti, Pappapatti, Nattarmangalam of Madurai district and Kottakachchiyendhal of Virudhunagar district. After the DMK government assumed charge in 2006, a new chapter was created there by holding elections with the cooperation of all communities in the four villages in October, 2006 along with local body elections all over the state.
A huge function in the name of ‘Samathuva Peruvizha” was conducted in Chennai on 13.11.2006 to greet leaders of all communities of the villages, Presidents and members of the four panchayats, for extending cooperation for this great achievement. In his speech at the function, he announced that Rs.80 lakhs  on behalf of the State government would be provided to the four panchayats at Rs.20 lakh each and on behalf of the DMK Rs. 20 lakhs at the rate of Rs. 5 lakh each would be provided to the four panchayats for development of basic facilities in the villages and accordingly presented, Kalaignar recalled.
