Laying bare the bogus claims of Jayalalitha announcing drinking water project planned and executed by the DMK rule as her achievement, DMK President and former Chief Minister Kalaignar M.Karunanidhi sarcastically said that at this rate she might even announce in the Assembly under rule 110 that the Grand Anaicut (Kallanai) was not constructed by Chola king Karikalan but by her.
In his epistle to Party cadre on April 12, Kalaignar said that the Finance Minister presented the budget for 2013-14 on 21.3.2013, the debate on demand for grants for Municipal administration and drinking water supply was held and the minister also replied on 1.4.2013. But Chief Minister Jayalalitha read out a lengthy statement under rule 110 containing announcements that should have been made during the debate on grants for drinking water supply department.
Along with some other announcements, she had announced combined drinking water schemes in the districts of Dindigul, Thanjavur, Coimbatore, Tirupur, Tiruchi and Tirunelveli. If she reads out announcements that should have been made by the Municipal administration and Drinking Water Supply, then why should there be a separate minister for that department? At least if some announcements were spared for them to make, they would be contended, Kalaignar said.
“Is it that they should get published in dailies as Chief Minister’s announcement? Is it her opinion that these should not be announced by the Finance Minister or the minister of the department? In a handwritten letter to Rajiv Gandhi during the lifetime of MGR, she had stated that ‘other than MGR all others here are zeros’, are the ministers now also zeros?”
If this will be the practice to be adopted in the Assembly, hereafter budget presentation, general debate and adoption of the budget, presentations of demands for grants for each department by the minister concerned, debate and reply of the minister, etc can be dispensed with and instead, it can be decided that every day the CM will read out announcements followed by leaders of other parties and the Speaker delivering speeches of praise, Kalaignar said.
In the beginning of her statement, Jayalalitha had claimed that the desalination plant at Naripaiyur for addressing the drinking water needs of Ramanathapuram district was brought during her regime and Ramanathapuram combined drinking water scheme was designed during her regime and later implemented (by the DMK government).
But, the Ramanathapuram combined drinking water scheme was inaugurated by him at a function in Paramakudi, Kalaignar said. While inaugurating the Flower Show in Ooty on 21.5.1989 in the picturesque Nilgiris, he thought of dry Ramanathapuram district and resolved to address the drinking water problem of the district. As a result, during the DMK rule from 1996, 11 desalination plants were implemented at a cost of Rs.72.20 crore and provided drinking water to 237 village habitations.
After the DMK assumed office again in 2006, the Rs.671 crore Ramanathapuram combined water scheme to bring Cauvery water and provide permanent solution to the drinking water needs of the district was announced in the budget presented on 22.7.2006. On 30.1.2007 he laid foundation stone for inaugurating the works at a function in Paramakudi and in the first phase, drinking water was supplied to people living in municipal areas of Ramanathapuram, Rameswaram, Paramakudi and Keezhakarai and town panchayats of Mandapam, Sayalkudi, Mudhukulathur, Kamudhi, and Abhiramam from 27.6.2009.
Following this, in the second phase, drinking water was supplied to 32 habitations in the areas of Viralimalai, Alavayal and Ponnamaravathi in Pudukottai district, Sivaganga Municipality and 799 habitations in the areas of Kalaiyarkoil and Ilayangudi in Sivaganga district- both on the sides of the way and various rural areas of Ramanathapuram district. The entire credit for completing implementation of the project within two years by inspecting the works frequently and giving suggestions to officials and encouraging them should go to the Minister in charge of the department and Deputy Chief Minister M.K.Stalin.
It was only during the DMK rule in 1971 that the TN Water and Drainage Board was started and the amount allocated for drinking water supply works during the final year of ADMK regime 1995-96 was Rs.213.82 crore. In the final year 2000-2001 of DMK rule the amount allocated for this purpose was Rs.842 crore. These figures would show the interest taken by DMK rules on drinking water problems.
The largest desalination plant in Asia, was inaugurated at a cost of Rs.51 crore on 27.6.1999 under DMK rule and it was still benefiting people of the district. Though this scheme was announced during ADMK regime in 1995 fund was not allocated. Only during DMK rule fund was allocated and the scheme implemented.
Jayalalitha had claimed that Narippaiyur plant was also brought during her regime. But first desalination project in Asia was inaugurated during DMK rule in 1998 first providing drinking water to 296 villages in Kadaladi union. The BHEL took the tender in 1998 and maintained it for five years after which it was maintained by Dhosian.
To solve the drinking water problem of Chennai city, after the DMK assumed office in 1996 the Krishna Drinking water project, which stood struck for several years was completed and way paved for city to receive water through Krishna canal.
Similarly, the works of Hogenakkal combined drinking water project for providing water to Dharmapuri and Krishnagiri districts at an estimate of Rs.1929 crore with aid from Japan International Cooperation Bank were carried out in full swing only during the DMK rule.
Though Minjur desalination project was started during ADMK regime it was delayed due to court case and no constructive actions were taken for implementing it. After the DMK assumed office, important decisions were taken through talks for expediting the works. The price of water already finalised was reduced to some extent. The then Local Administrative Minister M.K.Stalin laid foundation stone on 25.2.2007 and inaugurated on 31.7.2010.
Though Jayalalitha recently inaugurated Nemmeli desalination project, only the DMK government took all efforts, obtained Central assistance and completed most of the works.
Kalaignar said that he had to tell all these details to people because the ADMK rulers were claiming in the Assembly that all drinking water schemes were brought by them and the DMK rule did nothing. At this rate , it won’t be surprising if she announced under rule 110 that Grand Anaicut was constructed by her and not King Karikalan. “ This is not rule (vidhi) no 110; but the fate (thalaividhi) of TN people”, he said adding that despite the lady usurping all credit for herself, the people who get benefited daily through these projects could not be hoodwinked and they would know the truth.
