Ridiculing the administration and the Mayor of Chennai Corporation for concealing garbage instead of eliminating them and condemning deteriorating sanitary conditions in the city, DMK Treasurer Thalapathi M.K.Stalin warned of jail-filling agitation if immediate solutions were not found for people’s problems. He took exception to the corporation authorities not using the constituency development funds of MLAs and MPs and challenged the Mayor to release a white paper on the Rs.4,000 crore worth projects claimed to have been implemented.
He was addressing a massive protest demonstration against the non-functional Chennai Corporation on April 16 in front of Chennai Collectorate organised by North and South district DMK.
Thiru Stalin compared the efficient functioning of the corporation during the Mayoralty of himself and M.Subramanian with the deteriorated administration under the ADMK Mayor Saidai.S.Duraisamy. In the over one and a half year of the present Mayor’s stewardship not a single worthwhile project had been implemented. Let him not even accomplish any project, but he should at least discharge duties of maintaining good sanitary conditions and protect people from contagious deseases. But even on these basic works of municipal corporation the present mayor and his administration had failed, Thiru Stalin charged.
The biggest problems of the city at present were mosquito menace, uneven roads, failure of street lighting, not desilted rain water drains and sewage contaminated drinking water. When the DMK was in administration flyovers were constructed in many places in the city to reduce traffic congestion. Some more flyovers were decided and when the constructions were underway elections came and the regime changed. But the projects for which funds were allocated and up to 50 percent of works were completed were not followed up by the new regime and kept in abeyance.
It was the ADMK regime between 2001 and 2006 that announced Minjur desalination plant to meet the drinking water shortage of the city and tenders were issued and even 10 percent of works were carried out. But they abruptly stopped it because the firm which took the tender did not fully pay the commission amount in the barter and hence they gave up the project. But the tender firm approached the court and the case was pending. After the DMK came to power in 2006, Kalaignar called the firm and pacified them to withdraw the case. The project works were continued and now it had started functioning quenching the thirst of city residents.
Thus the DMK government did not give up projects announced by the previous ADMK regime but executed them without any flaw. But the ADMK regime approached with political animosity and Flyover works funded and started by the DMK rule were left in cold storage. The half-finished flyovers at Mint clock tower, Korukupettai Cochrane basin, Vyasarpadi, Moolakkadai, Tirumangalam and the under bridge at Maniakkaran Street linking Royapuram and port were standing as they were two years back.
Instead of eliminating (xê¤jš) garbage this Mayor and his administration was engaged in concealing (xë¤jš). They put up blue sheets in the shape of ‘g’ in every street corners for 30x6 feet at 821 places each metal sheet costing Rs 50-60 lakhs. Generally if garbage was disposed on streets they were cleared by corporation sanitary worker in a day and at time in two days. But now they were dumped in these sheds for months together causing foul smell all over the area and breeding mosquitoes. But now 70 percent of those 821 sheds were missing taken away by somebody, Thiru Stalin said and asked the Mayor “What is your commission in the theft of sheds?”
Now they had started budget canteens serving food for people at cheaper prices. They should engage workers exclusively for that. But they were being attended to by corporation workers and sanitary inspectors. When he and Subramaniam were Mayors their cars had mikes and so too officials. Whenever they found any complaint like stagnation of water or non-functional street lights immediately the officials were contacted and they were attended. But now the mikes were said to be used for instructions on these canteens.
Now the DMK had two MLAs including himself and two MPs in Chennai city and from their constituency development funds the projects for which they allocated funds were not at all taken up by the Corporation, Thiru Stalin said giving the break-up of funds he allotted. They were thinking of approaching the court because for everything the court intervention was required in this regime.
